Bartnett was reportedly found at 11:35 p.m. Wednesday on Water Street by Patrolman Anthony Robbins, who was responding to a report of a burglary in progress. A witness stated that Bartnett allegedly broke into three vehicles, and was moving from vehicle to vehicle parked in the area, police said.
